الحمد لله رب العالمين ، والصلاة والسلام على أشرف الأنبياء والمرسلين نبينا محمد ، وعلى آله وعلى صحبه أجمعين .. وبعد:
فإن للوقف دوره المؤثر في نهوض المؤسسات الاجتماعية بأعمالها ، وتحقيق نهضة الأمة وقيام حضارة إسلامية قوية ذات مصادر تمويلية دائمة , ولن يحقق الوقف أهدافه أو يبلغ غاياته إلا في ظل إدارة واعية ، وأطر منضبطة ، تنطلق من الثوابت الإسلامية ، وتراعي المتغيرات الحضارية ، لتحقق التوازن المنشود بين إدارة الوقف وما يتغياه من خير ونفع عام ، وتعالج ما يواجهه من مشكلات.
ومن هنا جاءت فكرة عقد هذا المؤتمر بعنوان : الوقف الإسلامي (اقتصاد ، وإدارة ، وبناء حضارة ) في رحاب الجامعة الإسلامية بالمدينة المنورة ، بالتعاون والتنسيق مع وزارة الشؤون الإسلامية والأوقاف والدعوة والإرشاد ، وذلك امتداداً لدور الجامعة الإسلامية في نشر العلم الشرعي المؤصل المبني على هدْي الكتاب والسنة وفق منهج السلف الصالح.
وفي انعقاد المؤتمر الثالث للوقف بالمدينة المنورة ، عودة بالوقف إلى جذوره الأولى وموطنه الأصلي، حيث انعقد أول وقف في الإسلام على أرض المدينة المنورة ، وحيث كانت المدينة المنورة على امتداد تاريخها الإسلامي الأم الرؤوم للوقف ، وحيث ينعقد الأمل على مؤتمر المدينة المنورة في العودة بالوقف إلى سابق عهود ازدهاره ، والعودة بضوابطه وقواعده وأحكامه إلى مصادرها الأصلية وموقعها من الكتاب والسنة .

Waqf has an effective role in the development of social institutions and in the achievement of Muslims' progress as well as establishing an Islamic civilization with a permanent logistic resources. Waqf wont achieve its aims and objectives unless it meets a cognizant administration and well controlled frameworks that launch from Islamic beliefs and consider the cultural changes in order to achieve the required balance between Waqf administration and the benefits it expects to overcome the problems faced by Waqf. Thus the idea of holding this conference : The Islamic Waqf; (economy, administration and cultural construction) in the Islamic university of Medina -in coordination with the ministry of guidance and Islamic affairs – is an actual extension of the university role in publicizing the legal knowledge according to the holy Quran, the Sunna of the prophet peace and blessing of Allah be upon him and our wise predecessors may Allah bestow His blessing upon them.

Holding the Waqf third conference in Medina means coming back to its taproots where the first Waqf was held in Medina the accommodative place that embraced Waqf through out the history of Islam. It also means to come back to its past time where its regulations and principles were driven from the holy Quran and the Sunna of the prophet peace and blessing of Allah be upon him.
